Klamath River Hydroelectric Project Relicensing
Santa Rosa staff continues to develop the joint National Marine
Fisheries Service (NMFS) and U.S. Fish and Wildlife Service Fishway Prescription and Terms
and Conditions in response to PacifiCorps application for a new license. We
have been engaged on a technical level with four Tribes and numerous resource agencies in
this process as well as review and input from NOAA General Council. These filings will be
due on February 27th, 2006. Support continues for the parallel settlement
discussions. We continue to file comment letters in response to PacifiCorps many
environmental study submissions, and are beginning preparations for a possible trial-type
hearing on our Fishway Prescription. (Contact David White at 707-575-6810).
Kilarc-Cow Creek Hydroelectric Project Relicensing
In March 2005, PG&E, NMFS and numerous agencies and organizations
signed an agreement that PG&E would not seek a new license for the Kilarc-Cow Creek
Hydroelectric Project. PG&E based its decision on an economic analysis that
included environmental mitigation for fish resources necessary under the Federal Power
Act. Since then, one company has given notice of intent to file an application. However,
it is unlikely that this company will assemble and submit a complete application by the
deadline of October 2006. (Contact David White at 707-575-6810).
San Francisco Bay Subtidal Goals
On January 30, 2006, the first meeting of
the Steering Committee for the San Francisco Bay Subtidal Habitat Goals Project was
convened at San Francisco Bay Conservation and Development Commission in San
Francisco. Federal and state agencies with regulatory authority over subtidal
habitats in San Francisco Bay are represented on the committee, including NOAA, EPA,
USFWS, CDFG, SLC, BCDC, SCC, SFEP, RWQCB, ACOE. Korie Schaeffer presented the
proposed workplan for the Subtidal Goals Project, including the project vision,
objectives, anticipated products, methodology and budget. The committee approved the
